Capacity building that outlasts the workshop

Workshops feel productive and fade fast. What sticks is practice on real work, spaced over time, with internal champions who keep teaching.

The workshop model of capacity building has a measurement problem: satisfaction scores are high, behaviour change is low. People enjoy the away-days, collect the certificates, and return to an office where nothing about the work itself has changed.

What sticks, according to both the learning research and our own programme evaluations, is practice on real work. A finance team learns internal controls by redesigning their own approval chain, not by discussing a case study. A field team learns data quality by auditing last month’s actual submissions.

Spacing matters as much as content. Three half-days a month apart, with application assignments in between, reliably beats a single three-day intensive — because the gaps are where the learning is tested against reality and the questions get sharper.

Finally, plan the exit from the start. Every cohort should produce two or three internal champions with the materials and mandate to keep teaching. The goal of a capacity building engagement is to make the next one unnecessary.
